Chinwe Okoli is a seasoned innovation ecosystem builder, economist, and public policy expert based in Anambra State, Nigeria. As the Special Adviser to the Governor on Innovation and Business Incubation, she leads the strategic rollout of the Solution Innovation District (SID), overseeing programs like Code Anambra and the 1 Million Anambra Digital Tribe, and shaping enabling policies and startup infrastructures. Dr. Silvio Bitencourt da Silva is a Professor in the Professional Master’s Program in Business Law and MBA programs at UNISINOS, where he also manages Research, Development, and Innovation. With a Ph.D. in Business Administration, his academic expertise lies in interorganizational strategies, open innovation, and innovation policy. Prof. Yuzhuo Cai is Professor at The Education University of Hong Kong. Prof. Luiz Henrique Catalani is a Full Professor at the Institute of Chemistry, University of São Paulo (USP), where he also coordinates the university’s Innovation Agency (AUSPIN). He holds a Ph.D. in Organic Chemistry and completed postdoctoral training in Germany and the USA. Serving as Dean from 2014 to 2018, he led departmental leadership prior to that role. Prof. André Carlos Busanelli de Aquino, Director for Innovation at São Paulo State’s Secretary of Science, Technology & Innovation, leads the implementation of the Innovation District of São Paulo City. Prof. Muhammad Al-Saggaf

Dr. Muhammad Al-Saggaf is President of King Fahd University of Petroleum and Minerals (KFUPM), ranked #1 in the Middle East and Africa and among the world’s top universities. Dr. Rainer Frietsch

Head of Department Innovation and Knowledge Economy

Rainer finished a business training in wholesale and import/export trade. After this, he studied social science at the University of Mannheim. He holds a Ph.D. in economics from the Karlsruhe Institute of Technology (KIT).

Since October 2000 he is employed at the Fraunhofer Institute for Systems and Innovation Research ISI in Karlsruhe. From 2008 till June 2019, Rainer Frietsch was Deputy Head of the Competence Center “Policy – Industry – Innovation” and Coordinator of the Business Unit Innovation Indicators. Since July 2019 he is Head of the Department Innovation and Knowledge Economy.

His work focuses on patent statistics, bibliometrics, economic and social indicators, performance of research systems and research organizations, knowledge and technology transfer.

Mu Rongping

Mu Rongping, President of the Chinese Association of Science and S&T Policy Research, is a professor at the University of Science and Technology of China and the Institutes of Science and Development, CAS. He directs the Research Center for National Frontier S&T Integration and Innovation at UCAS and serves on the UN University Council and INGSA Board. With 30+ years in S&T policy, technology foresight, and high-tech industry competitiveness, he edits Science Research Managementand Innovation and Development Policy. Honors include presidency of the China High-tech Industry Promotion Society and roles in national advisory committees. Formerly, he led CAS's Institute of Policy and Management and UCAS's School of Public Policy and Management.

Weng Mosi

WENG Mosi, Associate Professor at Zhejiang University of Technology, focuses on entrepreneurial university and regional innovation. A Zhejiang University graduate, he completed postdoctoral research at Tsinghua University and was a visiting scholar at UC Berkeley. He has led two national projects, ranked among China's "Top 1% Most Cited Scholars" (CNKI 2024), and received the "Youth Social Science Star" award. His doctoral dissertation was included in the China Higher Education Association's "Academic Innovation Plan." He also reviews for journals like R&D Managementand Journal of Innovation & Knowledge.

Yu Xiaoyu

YU Xiaoyu, Professor and Chair of Entrepreneurship and Innovation at Shanghai University, serves as Vice Dean of the School of Management. A pioneer in innovation-driven entrepreneurship, entrepreneurial failure, and Neuroentrepreneurship, his research explores technology firm growth in emerging economies. His work appears in Long Range Planning, Journal of Organizational Behavior, etc. He is Co-editor of Entrepreneurship Research Journal and editorial board member for Journal of Management Studies and Journal of Business Venturing. Honors include the Academy of Management Best Paper Award (2023), Fok Ying Tung Education Foundation Award (2018), and National Young Top-Notch Talent (2019). 

Yin Miaomiao

Miaomiao Yin is a Professor at the School of Business and Management, Jilin University, and a doctoral supervisor. She was a visiting scholar at Kent State University in the United States. She has been selected for a national young talent program and serves as a Kuang Yaming Distinguished Leading Professor at Jilin University. She has led multiple national and provincial research projects and published more than 40 academic papers in journals such as Technovation, Entrepreneurship and Regional Development, Asia Pacific Journal of Management, Management World, Journal of Management Sciences in China, and Nankai Business Review.

Wang Chengjun

WANG Chengjun, Professor of college of business administration at Anhui University of Finance and Economics, specializes in Triple Helix (U-I-G), innovation and entrepreneurship management, and technological innovation management. He has led over 10 research projects, including those funded by the Ministry of Education, and published more than 60 academic papers (nearly 40 CSSCI-indexed) in journals like China Science and Technology Forumand Science Research Management. His 7 monographs include The Triple Helix of University-Industry-Government Relationships(2005) and Happiness Management on the Walt Disney Company(2013), etc.

Mei Liang

MEI Liang, Research Associate Professor at Peking University's National School of Development, focuses on innovation studies and leads three National Natural Science Foundation projects. His research is published in journals like Long Range Planning and Industrial and Corporate Change. Awarded the Best Emerging Scholar Paper at the 4th World Open Innovation Conference, he serves as Deputy Secretary-General of the Chinese Association for Science of Science and S&T Policy Research and Associate Editor for Industrial and Corporate Change

Zhang Shiyun

ZHANG Shiyun, Director of the Institute of Science and Technology Information at Beijing Academy of Science and Technology, is a State Council Special Allowance recipient and leading expert in Beijing's high-end think tanks. He holds key roles in China's top scientific societies and pioneered open science initiatives, founding the Zhongguancun Open Science International Innovation Alliance and coordinating the Beijing International Sci-Tech Innovation Open Science Platform. His editorial work includes the Annual Report on Open Science Development in Beijing and he led the "Beijing Initiative for Open Science Practice" at Zhongguancun Forum.

Gu Xiaokun

Gu Xiaokun, Professor and Doctoral Supervisor at Shanghai Jiao Tong University, directs the Center for Land Governance and Urban-Rural Integration. Her research focuses on land consolidation, rural transformation, and urban renewal. She has led 4 National Natural Science Foundation projects and 20+ government-commissioned studies, publishing 70+ papers and 4 monographs. A two-time recipient of the Shanghai Government Decision-Making Consulting Award, she holds leadership roles in the China Society of Territorial Economics and China Society of Natural Resources.

Meng Fanrong

MENG Fanrong, Professor at Xi'an Jiaotong University's School of Public Policy and Administration, serves as Secretary-General of the Asian Association for Public Administration (AAPA), Council Member of the Chinese Association of Science and Science and S&T Policy Research (CASSSP), and Executive Director of the Performance Management Research Center. She has led in 30+ projects (e.g., National Natural Science Foundation grants) and published 50+ SSCI/CSSCI papers. Her policy advisories have been adopted by the China Association for Science and Technology and local governments. Research focuses on public sector performance, regional innovation, and S&T evaluation.

Chen Qiang

CHEN Qiang, Professor and Doctoral Supervisor at the School of Economics and Management, Tongji University, serves as Executive Director of the Shanghai Industrial Innovation Ecosystem Research Center. His research focuses on science and technology innovation governance. He has led over 90 major research projects, including National Social Science Fund Key Projects and National Soft Science Research Program Key Projects. He has authored more than 10 monographs and published over 250 academic papers.

Liang Zheng

LIANG Zheng, Professor at Tsinghua University's School of Public Policy and Management, serving as Vice President of Institute for AI International Governance (I-AIIG), Director of Research Center on AI Governance, and Deputy Director of China Institute for Science & Technology Policy (CISTP). He holds a Ph.D. in Economics from Nankai University (2003), with executive training at Harvard Kennedy School (2010) and Fulbright Scholarship at MIT (2012). His research covers STI policy, R&D globalization, IPRs, and emerging technology governance. He has published in National Science Review and led projects like China's MLP, serving on national expert groups (2014-2018).

Li Yingbo

LI Yingbo, Professor at Tsinghua University's School of Public Policy and Management, serves as Deputy Director of both the Institute of International Development and Global Governance and the Tsinghua Taiwan Research Institute. A visiting scholar at UC Berkeley, her research focuses on regional governance, industrial innovation, and STI policy. She is a council member of the Chinese Society of Soft Science, an expert on the MIIT Intelligent Manufacturing Subcommittee, and an editorial board member for Strait Science and Industry. Her leadership in national/provincial research projects has earned her the Ministry of Education’s Science and Technology Research Achievement Award and provincial-level awards.

Xiao Yangao

Xiao Yangao, Ph.D. in Management, is Professor and Deputy Dean at the University of Electronic Science and Technology of China. A Sichuan Academic Leader, he specializes in innovation strategy and IP management. He holds executive roles in the China Society of Technology Economics and Chinese Society of Science Policy Research. Awarded the First Prize in Sichuan's Philosophy/Social Science and Sci-Tech Progress awards, he has led 20+ projects (including a National Social Science Key Project) and published in Management Worldand Research Policy. His six monographs include Patent Licensing and Intellectual Property Management.
